Focus on the behaviour and its effect

Bullying can be a repeated pattern or a serious one-off incident. It may be obvious, such as threats or humiliation, or less visible, such as deliberately excluding someone, spreading rumours or repeatedly undermining their work. It can happen face to face or through messages and online channels.

Acas says there is no legal definition of bullying and no standalone law specifically against it. That does not make it acceptable or risk-free. The facts may amount to harassment, discrimination, breach of contract, a health and safety issue or another legal wrong.

Give the concern a safe route

Let the employee explain what happened, when, who was present and what outcome they want. Offer an alternative contact if the concern involves their manager. An informal conversation or mediation can help in some relationship disputes, but should not be imposed where the allegation is serious or the employee feels unsafe.

Preserve relevant records and decide whether a workplace investigation is needed. Keep the complaint confidential as far as reasonably possible, without promising secrecy that would prevent a fair response.

Distinguish bullying from harassment

Harassment has specific legal tests and usually connects unwanted conduct to a protected characteristic or specified sexual conduct. Bullying is a broader workplace description. The same incident may be both, so record the employee's facts rather than forcing an early label.

Act consistently, protect everyone from retaliation and tell the complainant how the concern will be handled. In Northern Ireland, the nidirect bullying guidance likewise explains that there is no direct bullying claim and points to the rights the facts may engage. A clear grievance route remains important even when informal resolution is offered.
